In this video you see 17 year old Bryce Masters has been stopped by a cop, and when the cop, Timothy Runnels, is seen tazing Masters for 20 seconds (4 times longer than necessary) for asking why he was being arrested. This was just released as part of a criminal investigation against Runnels. Masters suffered cardiac arrest and oxygen deprivation which lead to a coma and cognitive difficulties that will plague him for the rest of his life.
