Even though, at the time, the Soviet Union was "leading" the Space Race, they were politically dysfunctional and lacked the infrastructure to build the technology necessary for the mission. The Soviet N1 rocket failed in all 4 of its tests. They scrapped any future plans due to the massive costs of their failures.
